im 13 and i have been lifting weights with my arms and legs, i have also been running, i lost like 10 pounds but then ganed it back, i have a strict diet, is that normal? is it musicale now??

I highly doubt you put on 10 pounds of muscle but some of that weight may be muscle. By strict diet do you mean starving yourself. Many women think they can losE weight by barely eating.
